The price per hectare is case of establishing a farm, the Municipality's position is as follows:
The indicated rural properties are classified as agricultural areas according to the current zoning plan. The area may intersect with the National Ecological Network's ecological corridor and buffer zone, and in some places may border a Natura 2000 site. The exact implications can be determined by aligning with the official base map.
1) Sales:
There is no municipal prohibition on sales. It is recommended to inform the buyer in advance about the nature conservation implications and building conditions.
2) Establishing a farm/house on agricultural land (HÉSZ 32. § excerpt):
- Structures cannot be placed on land under 1000 m².
- For land between 1000–2000 m² (excluding reed/grass/arable land): up to 3% building coverage, one agricultural building + cellar.
- For land over 2000 m²: structures can be placed up to 3%.
Residential building: for vineyards/orchards/garden cultivation a minimum of 3000 m² is required, for other cultivation types a minimum of 6000 m² is needed; maximum 1.5% building coverage, 4.5 m building height.
- Access from public roads and partial public utilities are required.
- Private roads can only be established if open to public traffic.
- Protective distances between livestock and residential areas must be maintained.
3) Nature conservation and water protection obligations:
- Consultation with the Bükk National Park Directorate is required for rural developments (HÉSZ 46. §).
- In case of Natura 2000 involvement, notification/permit obligations, as per Gov. Decree 275/2004, may apply; approval from the nature conservation authority is necessary.
No structures can be placed within a 10-meter management strip along watercourses in rural areas (HÉSZ 33. §).
Rainwater drainage must comply with the OTÉK and HÉSZ 41. § regulations.
The designated plots remain suitable for agricultural cultivation. Establishing a farm/residential building within the specified land size and construction limits, along with nature conservation consultations and, in case of Natura 2000 involvement, necessary approvals, are possible.
The property must be publicly displayed.

The rules regarding cost reimbursement for the other buyer (the original contracting party) if the right of pre-emption is exercised:
1) Exercising the right of pre-emption: If someone exercises their right of pre-emption, they step into the original buyer's position under the same conditions.
2) Unchanged contract terms: The pre-emptor can only purchase the land at the price and conditions specified in the original sales contract.
3) Financial protection for the original buyer: Due to pre-emption, the original buyer loses the opportunity to acquire the land, but the law protects them from financial losses.
4) Reimbursement of costs: The pre-emptor is obliged to reimburse the original buyer for all documented costs related to the contract and transaction preparation.
5) Reimbursable costs include: legal fees, surveying costs, document preparation expenses, travel expenses, other administrative costs.
6) Documenting costs: The buyer must provide documents (e.g., invoices, receipts) to prove the incurred expenses.
7) In case of a dispute: Disagreements over the amount or validity of costs can be settled in civil court.
8) Legal basis: This provision serves fair proceedings and contractual certainty.
9) Purpose: Preventing the buyer from suffering financial losses simply because another eligible person exercised their right of pre-emption.
10) Important to know: The pre-emptor can only step into the buyer's position if they are aware of their obligation and fulfill it.
