9. Ownership registration: After approval, the land registry records the new ownership.

10. Goal: To prevent speculation and support local farmers’ access to land.

Regarding cost reimbursement if pre-emption rights are exercised affecting another buyer:

1. Exercising pre-emption: The pre-emptor replaces the original buyer under the same conditions.

2. Contract terms unchanged: The pre-emptor buys at the original contract price and terms only.

3. Financial protection for the original buyer: Though losing the purchase, the law safeguards them from financial loss.

4. Cost reimbursement: The pre-emptor must cover all verified expenses incurred by the original buyer related to the contract and transaction preparation.

5. Examples of reimbursable costs: lawyer fees, surveying fees, document preparation, travel expenses, other administrative costs.

6. Proof of costs: The buyer must document expenses with invoices or case of dispute: Cost disputes are resolved by civil court.

8. Legal basis: This ensures fair procedure and contractual security.

9. Purpose: Prevents the buyer from financial loss due to another party exercising pre-emption rights.

10. Important note: The pre-emptor may only step in if aware of and fulfilling this obligation.
